   Being a US company, they are prevented by federal law from being used to pay gambling debts.

   Not in the USA. In the early days of Paypal, they had a libertarian streak and did not really care what was being purchased. You could use Paypal for gambling or porn or whatever. But when Ebay bought them out, they stopped allowing it to be used for anything in the “gray area” of the law. It’s the price they paid to be part of a corporate giant.
